This is an good question for sure I would like to know this too
i imagine it would only be digital, neotopia wouldn't exactly make sense to be disc based, imagine psh being disc based as well..doesn't make too much sense does it, well it doesn't feel right anyway.
I would believe it to be a digital download, but you never know.

A disc would be pointless, the world is going to evolve. Thus, you would have to ship out additional discs every 6 months which would be tiresome n cause dis-interest in people using the service.
neotopia isn't going to be some "game", it's going to be a "world" that evolves, just much better than what Playstation Home ever was. It will be a place to chill out and have fun, not necessarily a grinding for trophies or a bullet filled strip-club (GTAV). However, it will be a virtual world so anything is possible.
It is much easier to update a digital download than it is to update a disc with more discs. Most updates to discs are digital downloads anyway now, so the disc itself would not give you the full experience anyway if used on another system.

Honestly I think it'll be both disc n non disk since Sony isn't making it, it won't be like pshome was.

Yup it's digital only and FREE! I love physical copies of games but...for this? it really doesn't make sense to have it in disc.
I think they are going in the direction of an app on the PS4 such as netflix and many other items have.
DIgital only would be the best its free so no need for a disc.
